Access on the open communication policy - flow of communication is an essential trail to test whether policies from the top management reach the areas/units concern. Successful dissemination of information reflects effective job performance. Ultimately, the end product of a good performance leads to satisfaction of the school's stakeholders.

Address the continual development of human resources - direst to build core competencies of capabilities within the institution to ensure quality performance of personnel and to maintain the highest standards of professionalism and ethics. SMCM looks at its people as empowered human capital.

Evaluate work standards - create awareness, motivation, and involvement through research based performance feedback for continuous improvement.

Tap resources needed - identify the distinctive competence of SMCM as well as the community resources and the required capabilities for it to grow, to succeed and to adjust/cope with the changes in the environment.
